The Philippines is hit by about 20 typhoons and storms a year.
Mangkhut, to be named Ompong once it enters the Philippines, has intensified, according to the local weather bureau.
Emergency workers have been deployed in the northern tip of the main Philippine island of Luzon, where Typhoon Mangkhut is expected to make landfall on Saturday. It has already passed the US territory of Guam, where it caused widespread flooding and power outages.
"We're anxious for the 10 million people in the Philippines living in the path of this destructive storm, including those who have been displaced several times due to the monsoon rains last July and August".
It is now barreling across the Pacific Ocean with wind gusts of more than 178 mph an hour (287 kph). "We are going to evacuate more".
Presidential Spokesperson Harry Roque said supplies and assets needed to provide assistance to areas that would be affected by the typhoon have already been prepared by the concerned agencies.
The country's deadliest on record is Super Typhoon Haiyan, which left more than 7,350 people dead or missing across the central Philippines in November 2013. Mangkhut is forecast to move in the general direction of the Phillippine island of Luzon on Thursday and Friday, entering the South China Sea on Saturday.
