While that remained the official death toll, Prime Minister Giuseppe Conte said from Genoa that the number would rise.
Colin Caprani, senior lecturer in Structural Engineering at Monash University in Melbourne, said bridges "are not set-and-forget pieces of infrastructure", arguing that as the structures age, collapses like the Morandi bridge are likely to become more common occurrences.
Engineering experts all agree that in the end, only a thorough specialist investigation will be able to determine the real causes of the collapse. His team in Genoa confirmed his death in a tribute posted to their Facebook page.

"I was driving along the bridge, and at a certain point I saw the road in front of me collapse, and I went down with the auto", he told TV news channel Sky TG24.
Genoa is located between the sea and the mountains of northwestern Italy.
"I'm following with great apprehension what has happened in Genoa, which appears to be an huge tragedy", transport minister Danilo Toninelli tweeted.
Within hours of the disaster on a morning of torrential rain, the anti-establishment government that took office in June said the bridge collapse showed Italy needed to spend more to improve its dilapidated infrastructure, ignoring European Union budget constraints if necessary.
The section of the toll motorway that collapsed was elevated over a river and a portion of the city of Genoa.
Authorities said at least 30 cars and three heavy vehicles were on the 80-metre (260ft) section of the span when it came down in an industrial area filled with warehouses. Firefighters said that there are concerns about gas lines.
Other images showed a green truck that had stopped just metres short of the gaping hole in the bridge.
Salvini also said he wanted the "names and surnames of those who are to blame, because a tragedy like this in 2018 is not acceptable".
"Some maintenance intervention appears to have been going on at the time, but we don't know the details so it is not possible to say whether this could have been a factor [in the collapse]", he said.
The Morandi Bridge was named after its engineer, Riccardo Morandi, who died in 1989, but locals often called it the Brooklyn Bridge because of its passing resemblance.

He also said the government would carry out nationwide structural inspections of aging bridges and tunnels across the country with a view to launching a program of remedial works if required.
Autostrade, a unit of the infrastructure group Atlantia, controlled by the Benetton family, manages the section of the toll highway that collapsed.
