In addition to be kicked out of the state, the Commission is asking for a total of $3 million in penalties for missing previous milestones.
Charter has denied failing to meet obligations to expand broadband service. Friday's actions are meant to address Charter's failings and to ensure NY has a partner interested in the public good, not just lining its pockets.
Since the merger, the PSC said Charter has repeatedly failed to meet its commitments to the State, including its obligation to timely extend its high-speed broadband network to 145,000 unserved and underserved homes and businesses in less densely populated areas of the State.
Friday's vote, if it survives any legal challenges that are filed, would bar Charter from operating in NY. "But the fact is that Spectrum has extended the reach of our advanced broadband network to more than 86,000 NY homes and businesses since our merger agreement with the PSC".
The state Public Service Commission on Friday claimed the company is not meeting public benefit conditions agreed to in 2016.
PSC went after Charter when Charter, by its own admission, fell behind in the first year of the buildout.
Charter must also ensure no interruption in service by customers and, in the event it does so, the PSC will take further steps, including seeking injunctive relief in Supreme Court in order to protect NY consumers.

PSC says Charter not only missed but falsely claimed progress it did not make.
7 News has reached out to Charter for comment. "The company has had multiple opportunities to correct these issues and either has not done so or has been openly brazen in its efforts to avoid them".
They ordered Charter, doing business as Spectrum, to file a plan within 60 days to ensure an "orderly transition to a successor" provider or providers. And on Friday, the commission said it will seek to impose additional penalties.
Charter is the largest cable provider in the state. Charter is a communications hub for two million state residents, delivering digital cable TV, Internet services and phone service to customers.
Members of the state Public Service Commission are appointed by the governor and confirmed by the Senate; the chairman or chairwoman of the commission is designated by the governor.
