The New Zealand athlete was in pole position for first place in the 90kg-plus category after pulling out ahead of the field on Monday.
Cowley-Ross says she is uncomfortable with Hubbard competing at the Commonwealth Games but understands no rules have been broken.
"The Australian crowd was magnificent", she said.
In order to compete, Hubbard has had to prove that her testosterone levels meet strict criteria - and her last tests indicated that she has less testosterone than a cis female.
"[She] is lifting a lot more than what the other women are... so personally I do think there is an unfair advantage even though it is within all the regulations".
In an interview, Hubbard said she just wants to show she is no different.
While some of her fellow weightlifters have declined to comment during the Games, England's Emily Campbell -who competed against Hubbard in the 90kg+ category - was supportive of her rival.
Still, Hubbard maintains she was treated with dignity and support.

Since Hubbard became eligible to compete in global events at the start of a year ago, her involvement has polarized views in weightlifting.
Australian Weightlifting Federation leader executive Michael Keelan a month called the International Olympic Committee (IOC) and the Commonwealth Games Federation to unveil the rule book that has enabled Hubbard to compete the Goldcoast.
A transgender weightlifter's competition ended in injury, but her participation is still a victory for equality.

An emotional Stowers declined to speak directly to reporters but a Samoa team official said the lifter felt "shocked and so happy" that Hubbard had withdrawn. "The federation's position on this has been clear in terms of respecting the athlete's right to compete, the rules of the worldwide weightlifting federation in terms of their eligibility conditions".
"This is something that members have expressed various opinions on and it's something that the weightlifting community needs to come together and have some robust debate, discussion, on", he said.
