Lavrov's statement came amid unconfirmed reports that the Syrian regime and the Syrian Kurdish People's Protection Units (YPG) agreed that the latter would leave Afrin city center to the control of the Syrian army.
A reporter for the official Sana news agency said Turkish artillery had targeted the convoy after it crossed into the Kurdish enclave, as well as media personnel accompanying it. Turkey's state-run Anadolu news agency denied that Syrian pro-government forces had entered Afrin. The violence has left hundreds of civilians dead or injured, and thousands more displaced.
Mr Erdogan's government views the YPG as an extension of the outlawed Kurdistan Workers' Party, or PKK, which has been locked in a battle against the Turkish state since 1984. Turkish President Recep Tayyip Erdogan held two separate phone conversations with his Russian counterpart Vladimir Putin and Iranian President Hassan Rouhani to warn against such a move.
"Unfortunately, these kinds of terror organisations take wrong steps with the decisions they take. They will pay a heavy price for this".
Turkey is determined to press ahead with its offensive to drive Kurdish fighters known as People's Protection Unit, or YPG, out of Afrin.
The confrontation risks an escalation in Turkey's one-month old offensive that is aimed at driving the YPG out of Afrin. But many argue Turkey would need Russia's backing in order to avoid confronting Syrian troops along with the YPG.
