Mr Moore's lawsuit alleges that there were voting irregularities in 20 precincts and calls for a fraud investigation and a new election.
The Alabama State Canvassing Board, which includes Gov. Kay Ivey, Secretary of State John Merrill and Attorney General Steve Marshall, signed the certification to officially confirm Jones' stunning victory over embattled Republican Roy Moore. "I don't think there is any doubt from the minds of anybody that's in the room that if there was ever a question about whether Alabama conducts honest, fair election safe and secure elections, that question has been eliminated", Merrill said.
Mr Moore's lawyer said the objective of the complaint was to "preserve evidence of potential election fraud and to postpone the certification of Alabama's Special Election by Secretary of State John Merrill until a thorough investigation of potential election fraud, that improperly altered the outcome of this election". The Republican faced multiple sexual misconduct allegations in the month before the election.
Doug Jones' final margin of victory was 21,924 votes with the official vote tally as follows: Jones, 673,896, or 50 percent. "He will be sworn in by Vice President Pence on the third of January when the Senate returns".
In his own statement after the results were certified, Moore repeated his charge that the election was "fraudulent".
Moore filed a complaint in Montgomery County Circuit Court late Wednesday asking state officials to delay certification of the December 12 special election until they investigate "all the evidence of potential fraud", which he contends was widespread.

He also said he completed a lie detector test after the election that he argued proved the allegations against him were false. He's filling the seat vacated by U.S. Attorney General Jeff Sessions.
Rick Hasen, an election law expert and professor at the University of California, Irvine, said Moore's complaint did not raise the sort of issues that lead courts to overturn an election.
Merrill's office received roughly 120 complaints of voter fraud, mostly from sources outside Alabama, and roughly 70% had already been investigated and adjudicated. The complaint also noted the higher-than-expected turnout in the race, particularly in Jefferson County.
He said Moore's complaint might just be a way for him to fundraise and throw "red meat to his loyal supporters".
